From Vatican Insider:
To defend children from paedophilia the Vatican will launch three “concrete initiatives”: a Motu proprio of the Pope, a “vademecum” (or rulebook) for bishops and task forces in the dioceses. This was announced at the conclusion of the summit for the protection of minors by spokesman Father Federico Lombardi. A few hours earlier the Pontiff acknowledged that, even if the plague of abuse is widespread in various areas, within the Church it becomes even more “monstrous” and “scandalous”.
According to the Archbishop of Malta, Monsignor Charles J. Scicluna, symbol of the fight against paedophilia, “abuse is a very serious crime, but so is that of covering up”. And “there is no going back”. For decades we were focusing on the crime, but we also now realize that covering up is also deeply egregious”. And this aspect, in addition to the issues of accountability and transparency, will be addressed in the upcoming regulatory measures.
